The general idea this panel is to discuss two rival hypotheses namely that, either, UN Interim Administration in Kosovo has proven to be a rather effective tool of conflict resolution and sustainable post-conflict reconstruction or that, quite on the contrary, we are still facing the very same conflicts and dilemmas that characterized the situation ten years ago.
